
Panthers coach Ron Rivera said he has "tremendous confidence" in Anderson and that he can provide "stability to the quarterback position as a backup."
The financial terms of the deal were not announced.
Anderson joined the Panthers as a free agent in 2011 but didn't see much action over the following three seasons. He led the Panthers to an eventual second-straight NFC South title with two starts against the Tampa Bay Buccaneers last season, both victories.
He went 65-of-97 for 701 yards and five touchdowns and no interceptions during the 2014 regular season.
